At the meeting in Brussels, participants incorporated the results of the working groups into the Brussels Declaration, which contains a number of practical recommendations for members and a call for action for policymakers.

The network therefore recommends that its members -

  • use specific  tools to allow them to communicate with anonymous whistleblowers in complete anonymity, for example to request additional information;  
  • analyse data relating to anonymous reports in order to improve the quality of these reports;
  • raise awareness among their staff about the importance of transferring whistleblower’s reports  between authorities in a secure manner;
  • enhance capacity-building measures, including  training and education for legal professionals and other persons who provide support to whistleblowers.
